feat(help-center): 新增帮助中心页面并更新导航链接

- 新增帮助中心页面 (`src/pages/help-center/index.vue`)，包含搜索框、联系客服卡片和重点问题列表
- 添加页面配置文件 (`src/pages/help-center/index.config.js`)
- 在应用配置 (`src/app.config.js`) 中注册新页面路由
- 更新我的页面 (`src/pages/mine/index.vue`) 菜单项，将帮助中心链接指向实际页面
- 添加设计稿文件和相关代码文件至文档目录
- 更新更新日志 (`docs/CHANGELOG.md`) 记录新增功能
