fix(api): 延长错误提示显示时间至3秒

- 将 API 统一错误提示的 duration 从 2000ms 延长到 3000ms
- 影响所有使用 fn() 包装的 API 错误提示
- 修复用户反馈的"提示窗口关闭太快"问题
